In view of the probability that the Americans are forming a Civil Affairs Organisation for China, the Ambassador suggests that some of the Officers who would compose the suggested Liaison Mission should be given similar specialised training. It is interesting that he should put forward this idea when only very recently he expressed doubt as to the wisdom of establishing a branch of the Hong Kong Civil Affairs Organisation. The latter proposition remains in suspense pending Sir H. Seymour's discussion of it with Mr. Sansom. It may be that the establish- ment of such a Liaison Mission in China with officers trained in civil affairs

administration would provide an umbrella that could shelter the Hong Kong Officers also.

2. We have, however, already written twice to the Foreign Office supporting this project (and 30) and I do not think we need take any action on for the moment but Mr. MacDougall, Mr. Paskin and Mr. Gent should see.
